Under the Cosmetics Supervision and Administration Regulations (Art.16): hair dye, perming, spot-lightening/whitening, sun protection, anti-hair-loss products and cosmetics claiming new efficacy are special cosmetics requiring NMPA registration; all others are general cosmetics filed for record.
