Where is the line between cosmetics and drugs?

看目的与宣称：以清洁、保护、美化、修饰为目的的是化妆品；以预防、治疗、诊断疾病或影响机体结构功能为目的的是药品。宣称医疗作用即越界。

By purpose and claim: cleansing, protecting, beautifying and modifying = cosmetics; preventing, treating or diagnosing disease, or affecting body structure/function = drugs. Claiming medical action crosses the line.

同一支产品，如果宣称「止痒杀菌治疗湿疹」，就超出了化妆品范畴。

药品需要药品注册批准文号（国药准字），化妆品是备案号或注册号，二者不能混淆。

判断的实用方法：看包装上的批准文号类型，而不是看广告语。

A cream claiming to 'stop itch, kill bacteria and treat eczema' exceeds the cosmetic category.

Practical check: look at the approval number type on the packaging, not the advertising copy.
